Introduction
AhugeschemeofKhpalKorlowcostaffordablehousinghasbeenlaunchedwiththehelpof
Bank Home Financing facility, benefiting a large number of government servants and
general public. In the first phase the facility has been extended to the existing allottees
(Provincial Government Servants only) of Jalozai Housing Scheme, Mulazai Housing
SchemePeshawar,HavellianTownshipAbbotabad and JermaHousingSchemeKohat.In
the second phase the scheme will be extended to the government servants who will be
allottedthebalanceplotsinthesaidhousingschemes,throughcomputerizeddraw.Inthird
phaselowcostaffordablebuilduphousesandapartmentswillbeprovidedtogovernment
servants (initially in the KhpalKor SchemeI at DheriZardad on main motorway near
CharsaddaInterchangeunderPPP.Inthe4thphasebuildupapartmentswillbeprovidedto
governmentservantsindifferentcitiesunderPPP.
The initiative will provide planned affordable housing, stabilize the
soaring real estate
prices and generate huge economic activity in the province. Under the scheme the banks
willprovidehomefinancefacilityunderatripartiteagreementbetweenBanksEmployees
Government/PHA. The Construction will be undertaken by allottees themselves and
completed in one year. A 5 Marla single storey house having 2
bed rooms, DD, Porch,
Kitchen, two baths, backyard will cost about Rs. 18 lacs including cost of land and
development.
Theprospectivereturnfromthehousewillbesufficienttopaybacktheinstallmentsrather
would fetch some saving aswell besides increase in the value of the house . Regional
Facilitation Centers have been established at Peshawar, Swat, Abbotabad and Kohat for
free facilitation of the aspiring government servants as well as general public, in
preparationofthedocumentationforthebankhomefinancefacility.

EligibilityCriteria
1) InthesubjectSchemetitled“KhpalKor(2K)LowCostHousingScheme”,theClient
mustbeaRegularEmployeeoftheProvincialGovernmentofKhyberPakhtunkhwa
or State owned autonomous entities of the Government of Khyber Pakhtukhwa
withminimum2yearsofveriableservicehistory
2) Age at the time of applying for facility must be 25 to 55 years. However, Home
Financematurity(expiry)willnotbeextendedbeyondsuperannuationoftheClients
(i.e.60yearsofageoftheClients).
3) The Average monthly veriable Gross Income shall be Three (3) times of the
proposed monthly installment; with minimum Gross Monthly Salary of PKR
50,000/.A Client can also add other veriablemonthly income to supplement the
veriableGrossIncomeforconsiderationofHomeFinance.
4) TheproposedHomeFinanceinstallmentplusothernancefacilitiesinstallments(if
any)belessthan50%ofthe
takehomesalary/income.
5) TheClient(s)shallnotbeHomeFinanceDefaulter(s)inanyofthescheduledBank(s)
and should not be party to a litigation against any Bank, in particular the Bank of
Khyber. A Certicate to this effect shall be provided by the Clients at
the time of
submissionofapplication.
6) Have no other residential plot in his/her name /dependentsin any scheme under
PHA
LowerandUpperCeilingsofKhpalKor(2k)HomeFinance
1) Theamountdependsontherequirementofevery applicantandwouldbeuptoRs.
18lacsforMarlas,Rs:2.5million,3millionfor10marlasand4millionfor1kanal.
2) The maximum amount of Home Finance approved by the Bank of Khyber, albeit
non‐negotiable,wouldbePKR4.0million.Thiswouldbesubjecttoageandincome
oftheemployeeandotherconsiderationsasdetailedinthisTripartiteAgreement.
3) TheDebttoEquityRatiowouldbe80:20andisnonnegotia ble.
4) TheHomeFinanceshallbereleasedasperplanagreedwiththeClient.
PeriodofFinance
TheHomeFinancewouldbe providedtotheeligibleClientsforaperiodnotexceeding20
yearsfromthedateofcreditingofamountintotheClient'sBankaccountortheremaining
service period, whichever is less. However, construction must be completed within 12
(twelve)monthsofcreditingofHomeFinanceintotheClient'saccountandacerticateto
thiseffectshallbefurnishedwithinonemonthafterthesaidcompletion.
MarkUpRate
ThepredeterminednonnegotiableMarkupRateshallbe1(One)yearKIBORplus1%or2%
for a year, depending on the choice of bank at the time of signing of the Tripartite
AgreementforBHF.

HomeFinanceRepayment
ARepaymentInstallmentshallbedueonthe1stofeachmonthorreceiptofmonthlysalary
inClient'saccount(whicheverisearlier)whichistobemaintainedwithanyofthebranches
of The Bank of Khyber across Pakistan. The account will not be shifted from The Bank of
KhyberuntilcompleteretirementoftheHomeFinance.
Insurance
The Client agrees to pay The Property (Building) Insurance from an “A” Rated Insurance
companywithamaximumpremiumrateof0.2%plustaxesaswellasan“AccidentalDeath
LifeInsurance”withamaximumpremiumrateof0.3%plustaxes.
PaymentofSalaryThroughBankofKhyber
TheDistrictAccountsOfcewilltransferthesalaryoftheClienttotheaccountoftheClient
maintainedwithadesignatedbranchofTheBankofKhyber.
LatePayment
LatePaymentFeeisnotapplicableagainstpaymentofHomeFinanceInstallment.
However, the Client hereby authorizes The Bank to deduct installment from his/her Bank
Account in case the monthly salary is not received in the Bank, for any reason, up to the
15thofeachmonth.
ProcessingFee
TheBankofKhyberwillchargeRs.1500plusFederalExciseDutyasprocessingfeepayable
bytheClient.
CalculationofMonthlyInstallmentandAmortization
1) The Amortization Table and calculated monthly installment for all purposes be
consideredapartofthisTripartiteAgreementandtheClientagreestoandabideby
the Amortization structure and Monthly Installment Plan relevant to the approved
HomeFinance.
2) StampdutyandotherchargespayableforDeedofMortgageorchargeshallbepaid
bytheClient.

SecuritiesAgainstHouseFinance
1) The Client's salary account shall be maintained with The Bank of Khyber and the
salary shall not be transferred to any other bank without NOC from BOK, on any
groundswhatsoever,tilladjustmentofthesubjectHomeFinance.
2) The Client execute an Equitable mortgage by depositing original allotment letter
issued by the Provincial Housing Authority with The Bank till repayment of any
outstandingamountofHomeFinanceandinterestpayableonaccountthereof.
3) The Bank's lien on property shall be duly marked with relevant authority which in
this case is the Provincial Housing Authority/Housing Department, Government of
KhyberPakhtunkhwa.
4) The Client shall provide Personal Guarantees for themselves as well as for co
Clients(s)asperrequirementofTheBankofKhyber.
5) TheClientshallprovideaListofDocumentswhichshallformpartofthisTripartite
6) Agreement(AttachedasAnnextotheTripartiteAgreement)
7) In case of default in execution of the mortgage in favor of the bank to secure the
HomeFinanceorindefaultinrepaymentofinstallmentsand/orinterestthereof,the
bankmayexerciseitspowerunderthePowerofAttorneyexecutedbytheClientin
favoroftheBankandtotakeallactionsunderthesaidPowerofAttorneyincluding
completion of conveyance deed, taking possession of the title deeds and/or
possessionoftheallottedplot.
Regulation
1) The Regulator/GoKPPHA shall ensure that the Client shall abide by the terms of
this agreement and will not shift his/her salary to any other bank or other means,
savewithotherbranchofTheBankofKhyber,withoutNOCfromtheRegulatorand
shall take disciplinary action in case of such violation, against the Client under
Efciency&DisciplineRules2011.
2) ApplicationsforBankHomeFinanceshallberoutedthroughtheRegulatorthrough
theOfceofDirectorGeneralProvincialHousingAuthority.
3) The Regulator shall e ndorse the agreement through DG Provincial Housing
Authority.
4) TheRegulator
shallprovideacopy ofthisagreementtotheControllingOfcerand
Drawing&DisbursingOfceroftheClienttotake effectinthetransferofthesalary
oftheClienttoTheBankofKhyberandensurethatthesalaryisnottransferredto
anyotherbankother
thanTheBankofKhyber.
5) TheRegulatorshallestablishRegionalFacilitationCentersforhelpingtheClientsin
preparationoftherequireddocumentsfortheClient.
6) TheRegulatorshallcoordinatewiththeFirst&ThirdPartyandshallensurethatthe
interests of both the parties are protected/safeguarded under the provision of this
agreementandnopartyviolatesthecontractualobligations.
7) TheRegulatorwillcoordinatewiththeBankandshallmaintainrecordoftheHome
Financegranted,repaidandoutstanding,throughonlinelinkwiththeBank.

ProcedureforSubmissionofApplicationForms
TheformsmaybesubmittedtothefollowingBanksmentionedagainsteachhousingscheme
1.HavellianTownshipandMulazaiHousingSchemeformsmaybesubmittedinMCBBank2.Jaloza
HosingSchemeandJermaHousingSchemeformsmaybesubmittedinBankofKhyber
a) Submissionofapplication
1. Applicants are advised to submit their applications, duly lled in, on the
prescribed application form (Annexed/available on website of PHA) upto the
date to be notified in the Newspapers, in the designated branches of theMCB
andBankofKhyber,Asmentionedabove.
2. Applicationsmustbeaccompaniedwiththedownpayment.
3. Rs.500asprocessingfee(nonRefundable)forallcategoriesofplots.
4. The completed applications will be submitted in person/ through bearer in the
designatedbranchesofTheBankofKhyber
5. Thispaymentreceiptmustbekeptinsafecustodytillreceiptofallotmentorder
orrefundofadvancemoneyincaseofunsuccessfulapplicants.
b) Detailofrequireddocumentstobeattachedwithapplicationform.
i. Original application form (AnnexA) duly signed / lled in / complete in all
respectwithphotographsize(3.5x3.5cm).
ii. AdvanceDepositslipdulylled.
iii. AttestedcopyofCNIC.
iv. A certicate from the Department that the applicant is a regular employee of
theProvincial
v. GovernmentofKhyberPakhtunkhwa.
c) Refundofunsuccessfulapplicants.
i. Refund of advance to unsuccessful applicant will be made after the balloting
processiscompletedbutnotlaterthantwomonths.Therefundwillbeobtained
fromthesamebranchof the BoK where the applicationwassubmitted,onthe
surrender of original application receipt. The applicant can authorize his/her
representativetocollecttherefundpayslipinthenameoforiginalapplicanton
theprovisionofthefollowing.
ii. Letter of Authority duly signed by the applicant, as per his/her specimen
signaturesgivenoftheoriginalapplication.
iii. AttestedcopyofCNICofapplicant.
iv. AttestedphotocopyandoriginalCNICoftherepresentative.
v. Original receipt duly signed by the applicant on its reverse as per signature on
theapplicationform.
vi. The refund pay slip duly crossed as “payees account only” and marked as “not
transferrable” will be issued to the unsuccessful applicants by the locally
designated branches of Bank within 30 days from the date announced by PHA
forstartofrefund.
vii. Applicantswillhavetoindicateintheapplicationformthenameofonenominee
(not a minor) alongwith his/her relationship with the applicant mentioning
NationalIdentityCardNotowhomtherefundistobemadeincaseofdeathof
anunsuccessfulapplicants.

d) ApplicationswiththefollowingdecienciesareLiabletobeRejected
i. Anyoverwritinginthecategory/plotsizecolumnsor circling of morethanone
category/plotsize.
ii. Leaving any of the details unlled in the application form. c) Absence of
signaturesoftheapplicants.
iii. Applicationswithoutrequireddocuments.
e) ModeofPayment
i. The cost of plot will be recovered from the bank home nance and shall be
deducted at source under an agreement between BankemployeeProvincial
HousingAuthorityinthefollowingmanner.
a) AdvancePaymentasabove
b) 20%fromrstinstallmentofBankHomeFinance
c) 30% from Second installment of Bank Home Finance d) Balance from
thirdinstalmentofBankHomeFinance.
ii. Theapplicantcan paythecostofplotfromhisown saving inthreeinstalments
asaboveifhe/shedoesnotwanttoavailtheBHFfacility.
f) Miscellaneous
i. The allotment shall be done by balloting through computer in a transparent
manner.
ii. The actual amount of price payable by the allottee will be adjusted on actual
measurement of the plot by the Authority at the time of handing over the
possessionoftheplot.
iii. Constructionwillbeexecutedbyallotteesthemselves
iv. TheconstructionshallbecompletedinoneyearorasagreedwithBank.
v. The house will be constructed accordingto the designs to be provided by PHA
freeofcost.
vi. Theplotshallnotbedividedintotwo
parts,howeveramalgamationoftheplot
shallbeallowedwithpriorpermissionofthePHA.
vii. Theallotteecancontributethecostofconstructionfromhis/herownsavings.
viii. TheallotteecanobtainpartialorfullamountofBHFfrombank.
ix. Provision will be made in the design and structure for vertical construction in
future(atleastgroundplustwostoreys).
x. If for any reason the allottee surrenders the plot to the authority 20% of the
depositedamountoftheplotshall be forfeitedandthe balanceamountwillbe
refunded.
xi. In case allotment of plot is
obtained by giving false information/afdavit, the
allotmentwillbecancelledand30%ofpriceofplotshallbeforfeited,whenever
thefactualisbroughtinthenoticeofPHA.
xii. Oncompletionoftheconstructionofthehouseontheplotandfulllmentofthe
terms and conditions contained in the Sale Agreement, the Authority on the

requestoftheallotteewillexecuteconveyancedeedinhis/herfavourathis/her
costandexpense.
xiii. IntimationshallbegiventotheAuthorityincaseofdevolutionofinterestinthe
plotbyinheritanceoroperationoflaw.
xiv. Theallotteeshallbeliable topayfromthedatehetakesoverpossessionofthe
plotallthe assessment, duties charges (including betterment and maintenance
charges) and imposition which may now or hereinafter be charged or imposed
uponorbepayableinrespectofthesaidplotoranythingrelatedtheretobyany
competent authority (including the PHA) under any law, rules, regulations, by
lawororderforthetimebeinginforce.
xv. Any ofcer of the PHA authorized in this behalf shall have the right to enter
upontheplotorbuildingthereuponatallreasonablehoursofthedayincaseof
anycomplaints/violations.
xvi. The allottee shall comply with and abide by the rules regulations, byelaws,
orders or directions that may be issued from time to time by the PHA or any
otherconcernAuthority.
xvii. ThePHAreservestoitself therighttocanceltheallotmentofanyplot,resume
itspossessionandforfeit10%ofthedepositedamountincaseofcontravention
of any condition of allotment and may also take possession of the building
constructedontheplotoranymaterialfoundtherewithoutanycompensationif
notremovedwithinagiventime.
xviii. Ifan applicant, his/her spouse or dependent child/children are declared
successfulformorethanoneplotONLYONEPLOTWOULDBEALLOTTED.
xix. The allotted plots and houses would be transferrable after 100% payment to
PHAduessubjecttopaymentoftransfer feeandfulllmentofothertermsand
conditionsasmaybeprescribedbytheauthorityfromtimetotime.

