Callhistory(completedetailsonclosedcalls)istypically
maintainedinaCADsystemforarelativelyshorttime
frame.WhileinCAD,theCADsystemprovidesaccess
basedonaseriesofretrievalkeysand/orparameters,
includingbutnotlimitedtocallnumber,location,date/
timerange,etc.Callhistoryappliestothecompletecall,
includinginitialcallinformation,unitassignments,status
changes,imbeddedinquiriesandresponses,triage
requestsandresults,comments,cross-references,etc.
Inotherwords,itcontainseverythingthatwasrecorded
duringthetakingandhandlingoftheCFS.
Long-termstorageofcallhistoryrecordsisnormally
relegatedtoeitheranRMSorastand-alonecallsfor
servicesystem.TheCFShistorysystemisusedfordata
look-upandinformationretrieval,plusitsupportsextended
statisticalprocessesbasedontypesofevents,timesto
respond,callsbyarea,date/time,andsoon.Becauseof
theneedforstatisticalanalysis,callhistorydataneedsto
bestructuredsoastofacilitateidentifyingspecictypesof
data,suchaseventsandassociateddatesandtimes.
Take Caller Data
Thecalltakerrequestsbasicinformationofthecaller.
Many911systemsprovideinformationaboutthephone
account(ANI)originatingthecall,whichmayormaynotbe
veriedimmediately,dependingonthenatureandpriority
ofthecall.
ThebasicinformationneededtoopenandinitiateaCFS
isthetypeofcall(natureofthecomplaint),thepriority,and
thelocationoftheCFS.Dependinguponthepriorityofthe
call,whenbasicinformationhasbeenentered,theCFS
canberoutedtotheappropriatedispatcherforhandling.
Timed Alerts
Thesystemmustbeabletoalertthedispatchertothe
expirationofthetimerassociatedwithanystatuschange.
Thealerttothedispatchermaybeintheformofatone
and/oravisualprompt.Thisshouldbecongurablebased
uponthetypeofCFS.Thesystemshouldrecordthe
acknowledgementoractionofthedispatcherinresponse
totheprompt,whichwillautomaticallyresetthetimer.
Transfer Basic Incident Data to RMS
Basicincidentdatathatcanbemodiedwillbetransferred
totheagencyrecordssectionforitsuse.Itwillbe
transferredinaneditableformat.
ThisfunctionrelatestothetransferfromCADtoRMS
oftheCFSdataelementsnormallycontainedinalaw
enforcementincidentreport.Infact,theJusticeXML
referencedocumentforalawenforcementincidentreport
shouldprovideanexcellentstandardforthetransfer.
Thefollowingareexamplesofthetypesofdatafoundin
anincidentreport:reportnumber,CADcalltype,nature
ofcall,date/timeofcall,locationofincident,andpersons
andvehiclesinvolved.TheCADCFSnumbershouldbe
includedtoprovideacross-referencebetweentheCFS
andthesubsequentincidentreport.
Incidenttransferisnormallytriggeredandtakesplace
automatically.Withintheframeworkofthisstandard,it
wouldhappen(optionally)asanincidentreportnumberis
assignedandatthetimeofnaldispositionoftheCFS.
TheCADsystemsshouldincludeafeaturewhereby
administrativecommandscanbeexecutedtotransfer
eitheraspecicincidentoraseriesofincidentsbased
uponparameters.
Update Assigned Resources
Whenrequiredresourcesforthecallhavechanged,this
willbeadjustedandrecordedonpredeterminedcriteria.
Update CFS Data
Informationrelatedtoanopencallwillbeupdated
asinformationbecomesavailable.Multiplecallers
providepotentialwitnessestothecallandmayprovide
additionalorsupportiveinformation.Thismayresult
inreclassicationandprioritizationofthecall.The
dispatcherwillneedtheabilitytoenternarrativedataat
anytimepriortoclosingtheCFS.
Update Call Status
Thestatusofthecallisupdatedasnewinformationis
received.Thisshouldincludeupdatingthereported
CFStypetotheactualCFStype.Forexample,oncethe
immediateincidentisresolved,therespondingunitwill
communicatetothedispatcherthatthesceneissecured.
Update Supplemental Service Record
Thesupplementalresourceresponsewillberecordedin
thesystemtoreecttheservicesprovided.
Update Unit Status
InformationiscontinuallyupdatedinCADtoreectthe
currentstatusofunitsthataremonitoredbythedispatcher.
Verify Location
Thecallerlocationwillbecheckedagainstcurrentaddress
listingsinthesystem.Locationsthatarenotveried
provideanindicationtothecalltakerthatinformation
receivedmaybeinaccurate,providingadditional
informationforthedispatchertorelaytotheresponder.
Thelocationformatcanbeastreetaddress(blockface
address),intersection,orcommonplacename.Location
informationforacommonplace,suchastheCityHall,has
astreetaddresslistingcross-referencethatwillprovide
thelegalstreetaddress.Informationwillbecontainedina
