Section 1: The Michigan Incident Crime Reporting Program (MICR)
Incident Based Reporting Collection of Data: In 1989, the Federal Bureau of Investigation’s
(FBI) Uniform Crime Reporting (UCR) program implemented the National Incident Based Reporting
System (NIBRS). The Michigan Incident Crime Reporting (MICR) program is Michigan’s version of
NIBRS. The MICR program was established and certified by the FBI in 1994. The federally required
elements within MICR data are submitted to the NIBRS program.
Federal Crime Data: In 2021, the FBI introduced their Crime Data Explorer (CDE), a public facing
dashboard, displaying all received state data in both Summary Reporting System (SRS) and NIBRS
formats.
State Crime Data: Per Public Act 319, crime data is collected at the local agency level in the form of
police reports, or incidents. In accordance with MICR specifications, law enforcement agencies then
submit their incident data to the MICR program. MICR collects all data elements for 107 offenses,
while NIBRS only collects all data elements for 71 offenses (known as Group A), and limited data
elements for an additional 10 offenses (known as Group B) when an arrest is made. Therefore, the
MICR crime database reflects more granular information than what is presented on the federal level.

The additional offenses collected by MICR are grouped into broader NIBRS offenses when submitted
to the FBI. Because of this, crime counts for Michigan displayed in federal reports may differ from
crime counts displayed in this annual report. For example, MICR collects an offense code for
Robbery and a different offense code for Carjacking while NIBRS only collects Robbery. An incident
in MICR containing a Robbery and a Carjacking, each with their own victim, would result in a MICR
report that displays two different offenses and two victims. However, a NIBRS report would display
two victims of one robbery because carjacking is grouped into robbery and, therefore, counted as one
offense.
Tribal Crime Collection: Tribal law enforcement agencies currently have the option to submit
directly to the FBI, or through their states program (see Section 2 for more information). Therefore,
incidents submitted directly to the FBI will be included in the CDE’s display; these are not included in
the annual Crime in Michigan reports, or any other reports generated from MICR data.

Section 1: Counting Crime
Comparing Local, State, and Federal Crime Collections and Statistical Reports: While the
federal level has NIBRS requirements, each state has their own requirements that may be the same
as NIBRS, or very different. In Michigan, like other states, MICR collects additional offenses and data
elements. The way data is collected, along with how data is displayed using different counting
methodologies, will affect the way crime is perceived between state and federal level reports.
Crime counts may differ between local, state, and federal data collections for a variety of reasons,
including technical barriers with data transfer, crime counting methodology, reporting dates, and
collected data elements and offenses. When analyzing crime changes, one should consider missing
data, population density/composition/stability, urbanization, modes of transportation, economic
conditions, cultural characteristics, family cohesiveness, climate, strength and policies of the criminal
justice system, and crime reporting practices of the citizenry.
FBI’s Caution in Ranking: Consumers of this data are discouraged from ranking individual
jurisdictions, as doing so may lead to incomplete analysis creating misleading perceptions. For more

Counting Methodology for this Annual Report: The below table explains how the type of crime
(e.g., person, property, society, and other) is counted differently. The examples in the table below
describe how counts are determined when one or more type of crime is reported in the same incident.

The Premises Entered field is used to count Burglary offenses, 22001 and

Vehicle Theft, 24001; if one offense of Motor Vehicle Theft is entered
with three stolen vehicles, three offenses would be counted.
Victim Counts
Hierarchy used when a victim is connected to multiple offenses, the victim is
counted under the highest-ranked offense. When multiple victims are present,
each victim is counted.
Offense Counts
Total number of offenses submitted for each offense file class.
Incident Counts
Hierarchy used total number of incidents for each offense file class is based on
highest-ranking offense when multiple offenses exist.

Section 1: Notes About the Data
Frozen Data Date: Each year, MICR data is “frozen” on a specific date to create the Crime in
Michigan Annual Report. Agencies unable to submit complete data by March 1, 2023, will show
artificially low crime counts in this report. Any new or updated crime data submitted to the MICR
database after the “frozen” date is not included in the report.
Crime Categories: Beginning with the 2021 Crime in Michigan Annual Report, the following offenses
were moved from one crime category to another. This change effects the total category count when
comparing year to year data.
22003 Burglary Entry without Authorization with or without Force: moved from Other to
Property
38003 Family Other: moved from Other to Society
53002 Public Peace Other: moved from Other to Society
Crime Rates: Also starting with the 2021 Crime in Michigan Annual Report, individual city and
agency population estimates were provided by the FBI and utilized to determine crime rates.
Previously, those estimates were provided by the United States (U.S.) Census Bureau. Regarding
state crime rates, population estimates have always been provided by the U.S. Census Bureau.
Updating Previous Year Data: With the 2021 Crime in Michigan Annual Report, updated counts of
prior year crimes are included in tables displaying year comparisons. In previous annual reports, all
yearly counts were static snapshots taken directly from prior year annual reports. They did not
include updates reflecting new crimes reported, crimes determined to be unfounded or misreported
and consequently deleted from the database, crimes with updated offenses, or crimes showing
updated arrests since the annual report’s frozen date. In this 2022 Crime in Michigan Annual Report,
all prior year crime counts are updated through the frozen date of this report, March 1, 2023.
Hierarchy Note: MICR allows up to four offenses within an incident. When offenses have the same
hierarchical ranking, (see the Hierarchy table), the offense with the lowest offense code is counted.
For example, if an individual is a victim of 13002 Aggravated Assault and 11007 Sexual Contact
Forcible CSC, the 11007 offense is counted.
Data Collection Updates: The following highlights important data element and offense changes that
may have a direct effect on the statistics produced in this report.

Section 2: Agency Participation
In 2022, Michigan had 561 active law enforcement agencies in “MICR reporting” status. Of these 561
agencies, 512 submitted full or partial data to the MICR program before March 1, 2023. The
remaining 49 agencies did not submit 2022 data. Agencies that report through another agency are
not included in this section. Railroads, airports, and tribal agencies that do not participate (as they
are not mandated by law) are not included in the non-participation list.
Tribal Agencies: Five of the 12 Michigan tribal agencies that submitted to MICR in 2022 are
included in the overall state count and full participation count. Crime data submitted directly to the
FBI is not included in this annual report. The five tribal agencies that submitted directly to the FBI,
and the two that did not submit to either the FBI or the MICR program, are not included in the
participating and non-participating agency lists.

Section 2: Full-Time Law Enforcement Employee Counts
Every year, the MICR program submits the Full-Time Law Enforcement Employee Counts (FTLEEC)
to the FBI’s Law Enforcement Employees data collection. These counts reflect each agency's
employee counts as of October 31, 2022. For this report, if agencies do not submit updated FTLEEC
data, prior year numbers may have been utilized.
Note: Agencies do not need to submit crime data to be included in the FTLEEC collection.

2022 Murder/Non-Negligent Manslaughter
Definition: The willful (non-negligent) killing of one human being by another. The classification of
this offense is based solely on police investigation as opposed to the determination of a court,
medical examiner, coroner, jury, or other judicial body. Deaths caused by negligence, suicide,
accident, or justifiable homicide are not included in this offense category. This index crime includes
MICR offense file class 09001.
2022 Summary:
685 reported crimes, 9.5% decrease from 2021
July and October had the highest counts; September and November had the lowest
Sunday had the highest counts; Thursday had the lowest

Definition: The MICR Program collects Criminal Sexual Conduct (CSC) for various degrees based
on Michigan Compiled Laws (MCLs) 750.520b and 750.520d. They are defined as the sexual
penetration of a person, forcibly and/or against that person's will or not forcibly or against the
person's will, where the victim is incapable of giving consent because of his/her temporary or
permanent mental or physical incapacity. This crime includes MICR offense file classes 11001 -

from the care, custody, or control of a person or persons by force, threat of force, or violence and/or

Definition: Aggravated/Felonious Assault is an unlawful attack by one person upon another, wherein
the offender uses a weapon or displays it in a threatening manner, or the victim suffers obvious
severe or aggravated bodily injury involving apparent broken bones, loss of teeth, possible internal
injury, severe laceration, or loss of consciousness. The use or attempted use of a dangerous weapon
in an assault or the serious injury inflicted upon the victim is what separates this offense from Simple

2022 Hate Bias
Definition: A Hate Crime is a criminal offense committed against a person or property, which is
motivated in whole or in part, by the offender's bias against a race, ethnic/national origin, religion,
sexual orientation, or mental/physical disability group.
Each offense is sent to MICR with a Hate Bias selection. When looking at victim counts, note that this
includes people (individual or police) as well as businesses or other organizations.

Note: Historically, a bias on a law
enforcement officer would have been

2022 Law Enforcement Officers Killed or Assaulted
The Law Enforcement Officers Killed or Assaulted (LEOKA) collection is separate from MICRs crime
data collection. Though officer assault and death information are collected through MICR data, officer
deaths are followed up through the FBI’s field office for additional information not captured in MICR
submissions. For inclusion in this collection, officers are defined as those meeting the following
criteria:
Wear/carry a badge and firearm
Duly sworn with full arrest powers
Was acting in an official capacity (on or off duty) at the time of assault or death. If killed, the
death was directly related to the injuries received during the incident

Analyzing only LEOKA offenses, there was an anti-law enforcement bias on 63 assault and

2022 Secure Cities
The Michigan State Police began a Secure City initiative in 2012. Michigans 2022 Secure Cities
include: Benton Harbor, Detroit, Flint, Hamtramck, Harper Woods, Highland Park, Inkster, Lansing,
Muskegon Heights, Pontiac, and Saginaw. Crime counts include incidents from all law enforcement
agencies reporting crimes for that city.

UNIFORM CRIME REPORTING SYSTEM, ACT 319 of 1968
AN ACT to provide a uniform crime reporting system; to provide for the submitting of such report to
the department of state police; to require submission of the report by certain police agencies; to
require the reporting on wanted persons and stolen vehicles; to require the reporting of information
regarding certain persons and unidentified bodies of deceased persons; to prescribe certain powers
and duties of law enforcement agencies; and to vest the director of the department of state police with

28.251 Uniform crime reports; duties of police departments to file, contents.
Sec. 1. The police department of each city or village, any duly constituted police department of a
township, and the sheriff's department of each county, once each month upon a date and form
prescribed and furnished by the director of the department of state police, shall forward to the
department of state police a crime report. Each reporting department shall report only on cases within
its jurisdiction and upon which it is making, or has made, the primary police investigation. The report
shall be called the uniform crime report and shall cover crimes reported and otherwise processed
during the month preceding the month of the report. It shall contain the number and nature of
offenses committed, the disposition of such offenses and such other information as the director of
state police shall specify relating to the method, frequency, cause and prevention of crime. Under no
circumstances shall the name of any person be reported. History: 1968, Act 319, Imd. Eff. July 3,

28.252 Compilation of monthly uniform crime reports; use.
Sec. 2. Upon receipt of the monthly uniform crime reports from the reporting agencies, the
department of state police shall prepare a statewide compilation of the statistics contained therein
and the resulting statistical compilation shall be available to any governmental law enforcement
agency in the state, the judiciary committees of the Michigan state senate and the Michigan state
house of representatives, and the federal bureau of investigation, upon request. The statistics made
available through the uniform crime report shall be used for the purpose of studying the causes,
trends and effects of crime in this state and for intelligence upon which to base a more sound
program of crime detection and prevention and the apprehension of criminals. History: 1968, Act

28.253 Voluntary crime reports; inclusion in compilation.
Sec. 3. Any governmental police agency, not falling within the description of those required to submit
the monthly uniform crime report set forth in section 1, which desires to submit such a report, shall be
furnished with the proper forms by the department of state police. When a report is received by the
department of state police from a governmental police agency not required to make such report, the
information contained therein shall be included within the monthly compilation provided for in section
2.

28.254 Reports of wanted persons and stolen vehicles.
Sec. 4. The chief of police of each city or village and of each township having a police department,
and the sheriff of each county within this state, shall report to the department of state police, in a
manner prescribed by the department, all persons wanted by, and all vehicles stolen from, their
primary police jurisdictions. The report shall be made as soon as is practical after the investigating
department either ascertains that a vehicle is stolen or obtains a warrant for an individual's arrest or
determines that they have reasonable grounds to believe that the individual committed a crime. In no
case shall this time exceed 12 hours after the reporting agency determines that it has grounds to
believe that a vehicle was stolen or that the wanted person should be arrested. History: 1968, Act

28.255 Reports of apprehension or recovery.
Sec. 5. When at any time after making a report required by section 4, it is determined by the
reporting agency that a person is no longer wanted because of his apprehension, or any other factor,
and when a vehicle reported stolen under section 4 is recovered, the chief of police or sheriff of the
reporting agency shall immediately notify the department of state police in a manner prescribed by

28.256 Inapplicability of act as to traffic misdemeanors.
Sec. 6. The provisions of this act do not apply to misdemeanor traffic cases or to persons wanted for
misdemeanor traffic offenses, or for the violation of any city, village or township ordinance. The
provisions of this act shall not be construed to in any way affect existing or future laws and
procedures governing the reporting of persons wanted for traffic law violations or for the violation of

28.257 Domestic violence incidents; report to state police; contents.
Sec. 7. The chief of police of each city or village, the chief of police of each township having a police
department, and the sheriff of each county within this state shall report to the department of state
police, in a manner prescribed by the department, the following information related to domestic
violence incidents:
(a) The number of assaults reported that involve an adult and a minor and the disposition of those
offenses.
(b) The number of assaults reported that involve either 2 male adults or 2 female adults and the
disposition of those offenses.
(c) The number of assaults reported that involve 1 male adult and 1 female adult and the disposition
of those offenses.
(d) The number of crimes reported that involve an individual and his or her spouse, his or her former
spouse, an individual with whom he or she has had a child in common, an individual with whom he or
she has or has had a dating relationship, or an individual who resides or has resided in the same
household; and the disposition of those offenses. As used in this subdivision, "dating relationship"
means that term as defined in section 2950 of the revised judicature act of 1961, 1961 PA 236, MCL
600.2950.
(e) Other statistics the director of the department of state police considers necessary to obtain
accurate and reliable data on the incidence of domestic violence in this state. History: Add. 1978,

28.257a Crimes motivated by prejudice or bias; report.
Sec. 7a. The chief of police of each city or village, the chief of police of each township having a
police department, and the sheriff of each county within this state shall report to the department of
state police, in a manner prescribed by the department, information specified under section 1 related
to crimes motivated by prejudice or bias based upon race, ethnic origin, religion, gender, or sexual
